More concerning, the snowpack in the mountains peaked a month earlier than usual and contained only half the average amount of moisture. As a warm winter with poor conditions gave way to an early spring with record-breaking temperatures, snow began to melt and diminish across all of the American West, except in high-elevation areas. This is a clear sign that water shortages could worsen the ongoing severe drought unless unexpected floods occur. Water scientist Maureen Gutsch, who works for the USDA's Natural Resources Conservation Service, said: "It's hard, somewhat, to enjoy the snow this year, because what we've seen is a little depressing." Water experts reported that snowpack was at its lowest-ever levels following their field assessments last week. Cities in Colorado are imposing water restrictions, and cattle ranchers are wondering how they will feed and water their livestock. At the same time, the threat of devastating wildfires looms on the horizon.
