Kristi Lynn Noem was born on November 30, 1971, in Watertown, South Dakota, and was raised on her family's ranch. She began her political career in the state House of Representatives, where she became the assistant to the Republican majority leader in the chamber and later served as a U.S. Representative from 2011 to 2019. In 2019, she became the first female governor of South Dakota, a position she held until 2025 with an agenda focused on tax cuts and pandemic management, during which she refused to implement lockdowns or mask mandates, earning criticism for the state's high per capita death rate. This stance also earned her recognition from Trump himself, who has kept her on his radar ever since. Noem was considered a contender for the vice-presidential slot in Trump's 2024 campaign, and it is believed that the content of her memoirs, 'Not My First Rodeo' (2022) and 'No Going Back' (2024), in which she recounted killing her dog and a goat for being useless, severely damaged her chances. Trump, who ultimately ran with JD Vance, eventually nominated her to head the Department of Homeland Security (DHS) at the start of his second term in January 2025. She then became a central figure in the White House's hardline immigration stance, and critical media outlets gave her the sexist nickname 'ICE Barbie,' a play on words referencing her appearance and the English acronym for U.S. Immigration and Customs Enforcement (ICE), the most controversial agency in her portfolio.
