Democratic Representative Gregory Meeks, the author of the resolution, indicated that the vote is largely symbolic, as the resolution still needs to be approved by the Senate and ratified by Trump. It also reflects the dilemma of congress members between 'reducing the cost of living for American families' or 'keeping prices high out of loyalty to one person, Donald J. Trump.' According to the Argentine News Agency, during the voting process, Trump threatened on social media: 'Any Republican, in the House or Senate, who votes against the tariffs will suffer severe consequences in the elections.' He also added that the tariffs 'have given us economic and national security, and no Republican should be responsible for destroying this privilege.' The Trump administration argues that the illicit flow of drugs from Canada poses an 'unusual and extraordinary' threat to the United States, justifying the imposition of tariffs on goods that do not qualify for preferential treatment under the United States-Mexico-Canada Agreement (USMCA).
