During the energy crises of the 1970s, a number of states declared local or regional emergencies according to the precedent set by President Jimmy Carter. It is possible that President Donald Trump's announcement of a "national emergency in the energy sector" on his first day in office – which he reiterated in his last speech before Congress – appeared somewhat redundant alongside other national emergency situations, such as those declared by presidents after the September 11 attacks in 2001 and for combating the COVID-19 pandemic in 2020.
