In the case of this scenario occurring, according to Trump, "it could happen" in connection with the confrontation between Democrats and Republicans in Congress.

A budget conflict arises when Trump demands to allocate additional funds for the construction of a wall on the border with Mexico, which is one of his campaign promises.

The Democrats' refusal to satisfy this request brings up a longstanding dispute that could lead to a government shutdown. In turn, Trump threatens to use his executive powers if a budget agreement is not reached by December 21.
