During his first term, he suspended funding for UNRWA to pressure the Palestinians to negotiate with Israel. In his early actions, he attacked the migrant population, strained relations with Denmark over Greenland, and criticized Panama. In a statement, he accused the UN of mismanagement and supported Israel, motivated by the alleged anti-American bias in various UN agencies.

In a controversial decision, Trump withdrew the United States from the UN Human Rights Council and maintained the suspension of funding to UNRWA while welcoming Israeli Prime Minister Benjamin Netanyahu.
